You can go online and read any number of articles about backflow preventer installation. There are DIY articles, and YouTube videos, all explaining the steps to take to properly install a back flow device at your home or your business.
There is only one thing wrong with all of those articles and videos: most cities, if not all cities, require licensed and certified backflow installers and maintenance companies to do any work on back flow preventers and backflow devices.

It’s all part of the Clean Water Act of 1971
Congress passed the Clean Water Act in 1971, and among the many things covered by that legislation were provisions concerning back flow prevention. Because backflow is a real concern for all cities, local municipalities quickly adopted the standards set for in this Act.
Annual backflow device testing
Among the many stipulations of the backflow regulations is this: all backflow testing must be conducted annually, and the results of that testing much be filed with the local government.
Also, all backflow installation, repair, and replacement must be conducted by a licensed and certified backflow testing company. No YouTube videos, no DIY backflow installation; it must be a city-approved backflow testing company with backflow certification which handles all things related to your backflow system.
Also, only city-approved backflow parts may be used during installation or repair.
Who is responsible for the annual backflow testing?
Ultimately the property owner is responsible. If you own commercial property, or any property with an irrigation system, you are responsible no matter where you live in the United States. Again, the Clean Water Act pretty much covers anywhere in the Continental United States.
How do you get in touch with one of these registered and approved backflow testers? Call your local water department and they can put you in touch with a list of approved backflow installers. Again, and this is important, not any plumber will do, and you certainly can’t do it yourself. Backflow installation must be done by an approved backflow tester. Failure to do so will result in hefty fines and then you will still be responsible for doing it correctly after you pay those fines.

- Inspect- Make sure there are 4 test ports and 2 Shut off handles
- Observe- Attach test equipment and follow proper testing procedures for this assembly
- Test Reports- Enter values for the assemblies
- Turn in all test Reports to the local water Purveyor or City
