The City of Colleyville, Texas, says this on their website about backflow prevention:
“All commercial properties are required to have a backflow assembly. Owners must have the device tested annually by an approved backflow-prevention device tester. Residential properties with fire systems must have the device tested annually. Residential properties with irrigation systems only are required to have a backflow test performed upon installation of the system.”

Backflow assembly required on all commercial properties!
For those of you a bit in the dark about this conversation, back flow is the sudden reversal of water flow in the city’s water system, and it happens most often because of a sudden decrease in water pressure at or near the city’s water supply facility. If water pressure drops too low, contaminated water will reverse flow and flow from the home or business back towards the potable water supply of the City. Obviously this would be very bad for all citizens, so that is why a backflow assembly is required on all commercial properties. And why commercial properties only and not all residential homes? Simply because of the volume of water used by businesses vs residential homes. There is a greater risk with commercial properties.
Backflow inspections annually by an approved backflow-prevention device tester.
The annual part of this requirement is self-explanatory. The “approved backflow-prevention device tester refers to the fact that every city in Texas is required to have a list of backflow testers who have passed regulatory testing regarding back flow preventers. In other words, it is not enough to simply be a plumber; you must pass city tests to prove that you have the proper training to conduct these very important tests.
Residential testing!
Residential properties with irrigation systems and residential properties with fire systems are also high on the risk list regarding backflow and thus are also part of the Colleyville backflow prevention regulations. Again, this is an annual inspection by an approved backflow tester.
