The following information about Willow Park backflow prevention can be found on the Willow Park website:
“Differential pressure gauges: a. In order to prevent contamination, gauges used on potable water backflow prevention assemblies must not be used to test non-potable backflow prevention assemblies. b. Gauges need to be tested for accuracy annually and that date plus the serial number and other gauge information must be correctly recorded on the form. This allows Public water systems to ensure that the gauges are in compliance. 2. Annual testing of backflow prevention assemblies (those installed to protect against health hazards) or differential pressure gauges is to occur no more than 12 months from the last test date. 3. A tester’s license is based on the testing procedures described in the University of Southern California’s 10th edition manual.”

There are two sections in particular which should be important if you are a property owner in Willow Park, Texas.
Annual backflow testing
Twice in the aforementioned section it is stated that a backflow test must occur annually. This is in compliance with state and Federal law. Any property in Willow Park which is designated as “high risk” for backflow contamination must have annual backflow testing.
Which properties are eligible for this testing? It is determined on a case by case basis by the Water Department of Willow Park. To find out if your property is required to have backflow devices, check with your public officials. Generally speaking, high risk properties are usually commercial enterprises. In addition, those with fire sprinkler assemblies, and those with irrigation systems, are also included under this regulation.
A backflow tester must be licensed and certified
The State of Texas offers a backflow testing online course. Backflow testers must pass that course before they will be issued a license by the State of Texas. In addition, individual cities, like Willow Park, also require a local license/certification. Although this is essentially a plumbing problem, backflow requires specific training, so make sure whoever you call for backflow installation, backflow repairs, or backflow testing has passed the state certification course and is certified in Willow Park.
A list of certified and licensed backflow testers is available by calling the Water Department in Willow Park.
Whose responsibility is this?
Ultimately, the responsibility to make sure backflow testing is done on your property is yours. If testing is not done annually, you are the one who faces the fines. If you are unsure, you are required to find out. Ignorance is no defense in this backflow matter.
