The Saginaw Water Department maintains a water supply system following the guidelines set forth by the Texas Department of State Health Services (DSHS) for human consumption and fire safety. Staff monitors the distribution system through the use of a Supervisory Control and Data Acquisition (SCADA) system. Staff responsibilities include:
- Checking quality assurance
- Cleaning pump sites
- Ensuring adequate pressure throughout the distribution system
- Taking care of installing new lines
- Keeping accurate records of distribution flow
- Maintaining and repairing existing lines
- Maintaining meters, boxes, and valves
- Reporting to the DSHS

State and Federal Backflow Regulations
The Saginaw Backflow Prevention Program is in line with the Texas Backflow Prevention Program, which is in accordance with the stipulations of the Clean Water Act of 1972. Basic backflow prevention protocol
