“Some backflow prevention devices can be tested to ensure they are working (i.e. DCBAs and RPZs are testable, AVBs are not testable). It is recommended that all testable backflow prevention assemblies be tested at least once per year to ensure they are working. It is required that all RPZs connected to cross connections which pose a high risk of creating a health hazard be tested at least once per year.”

What is recommended and what is required backflow testing?
As is the case for most cities, only high-risk properties are required to have annual backflow inspection, backflow service, and testing. Those properties and usually commercial buildings, but also some high-risk properties like mortuaries, fitness centers, meeting halls, and such are also required to contract the services of a licensed and certified backflow tester.
Explaining the backflow testing process
Using our own backflow testing procedure for an example, the typical backflow testing process will look something like this:
Notify- Notify the customer we are here for testing
- Identify- Make sure serial number is correct and that we have the right assembly
- Inspect- Make sure there are 4 test ports and 2 Shut off handles
- Observe- Attach test equipment and follow proper testing procedures for this assembly
- Test Reports- Enter values for the assemblies
- Turn in all test Reports to the local water Purveyor or City
Let’s go over each of those steps for further clarification.
Existing structures are already listed by the North Richland Hills officials, so yearly notification for those structures should already be sent. New structures and properties will be determined on a case-by-case basis. If it is determined that the property needs annual backflow inspection, the owner will be notified. After that, the certified backflow testing company will schedule a yearly visit to test the backflow devices, repair them if necessary, and file the necessary paperwork with the North Richland Hills officials.
Please note that only specific, approved backflow parts may be used if repairs are necessary, and only licensed and certified backflow companies may work on those backflow assemblies.
