The Crowley Backflow Prevention program has its origins in the following historical background:
A cross connection is a connection between a potable drinking water supply and a possible source of contamination or pollution. Under the provisions of the Safe Drinking Water Act of 1971, the Environmental Protection Agency (EPA) established national standards for safe drinking water. Each state is required to enforce the various regulations of the Safe Drinking Water Act and how it relates to its state laws and cross connection control.
To meet these new provisions, the Texas Commission on Environmental Quality (TCEQ) on January 1, 1996, enacted a new state law which requires the public water suppliers to implement and enforce the Cross Connection Control Program requirements located in the Texas Administrative Code (TAC), Title 30, Chapter 290 of the Rules and Regulations for Public Water Suppliers.
In accordance with that legislation, the City of Crowley requires the following, as do most if not all of the cities in Texas:
- All commercial properties are required to have backflow testing annually.
- Only approved backflow testers may conduct the testing
- Only approved backflow preventors may be used if replacements are needed.
- In addition, residential buildings with irrigation systems are also subject to annual testing
- Backflow testers must file the proper paperwork with the Crowley Public Works Department
What is backflow?
Backflow is a reversal of flow in the water pipes. In a perfect world, water flows, in any city, from the city’s water supply to homes and businesses, and that water flows because of water pressure supplies at the point of origin, the city water supply. But on occasion, because of a drastic decrease in water pressure (think major fire and several water mains being used, or a major leak in a water main), the water pressure can actually be greater in the homes and businesses, and if that occurs, waste water will flow back towards the potable water supply at the city facility. Obviously, that should never happen. The spoiling of the water supply is a worst-case scenario hopefully none of us will ever experience.
Backflow preventers
To keep back flow from happening, back flow devices are installed on the cross connection system, and those devices use sensors to monitor the flow of water within the water pipes. If that flow should reverse, the valves will shot and water will not be allowed to flow back towards the potable water supply.
