Backflow preventer leaking occurs usually because debris such as dirt or sand will wedge into the seal of the relief valve, thus preventing it from shutting all the way.  When this happens, a backflow technician will need to take apart the valve seat and clean it.  If this is a recurring problem, a filter will need to be installed on the domestic water source, thus preventing sand and dirt from causing problems.  The filter needs to be installed prior to the backflow preventer to eliminate debris from entering that relief valve.
