The City of Richland Hills, Texas maintains a pollution-prevention program through its Public Works Department in accordance with federal and state clean water laws. Contractor registration is required for all backflow testers, and certification and licensing of those testers must be maintained yearly.
Backflow occurs when the water pressure at the city end of the supply line drops drastically, in effect reversing the flow of water and endangering the potable water supply. Annual Backflow testing guarantees that all backflow devices and backflow preventers are working properly so that contaminated water will not enter the clean water supply.
