Who needs a backflow preventer?
Backflow preventors will be required if there exists an actual or potential hazard for a cross connection. Some of these hazards include:
- Commercial and Residential Irrigation systems
- Fire sprinkler systems
- Medical facilities
- Processing plants

There are two terms you may not be familiar with: cross connection and backflow. Let’s take a closer look at each of them.
What is a cross connection?
When drinking water piping connects to various plumbing fixtures or water utilizing equipment a cross-connection is created.
What is backflow?
Backflow occurs when the water pressure, which “pushes” water from the city water supply to your home or business, suddenly decreases drastically. The water can actually reverse direction, meaning contaminated water can flow back towards the city water supply. This is obviously something which needs to be prevented, and thus all cities have a backflow prevention program. To prevent backflow from happening, devices known as backflow prevention devices are installed. These are devices which will not allow water to flow in the opposite direction. They are, in effect, one-way valves.
What is a backflow prevention program?
A backflow prevention program clearly states the regulations in a city regarding backflow. In Irving, as in most cities across the United States, only licensed and certified backflow testers can conduct backflow inspections, backflow testing, or backflow installation.
In addition, backflow testing must be conducted once per year to make sure all backflow devices are working properly. To register as a backflow tester in Irving, this information is needed:
A fee of $100 is now required to register as a backflow tester. Payments can be made in the form of cash, check, or money order. Make checks and money orders payable to the City of Irving.
Submit the completed Backflow Assembly Testing Registration (PDF) along with the following criteria to the Water Utilities Department located at 333 Valley View Lane:
◦ A copy of your state license.
◦ A recent gauge accuracy report.
◦ A plumber’s license (if applicable).
◦ A Fire Line State Registration Certificate (if applicable).
◦ An irrigation license (if applicable).
